Prize bond draws in Pakistan are administrative events conducted strictly under the supervision of the State Bank of Pakistan Banking Services Corporation (SBP-BSC). Draws are held in different cities according to an annual calendar. Each draw is led by a panel of independent non-official judges, typically consisting of retired judges, prominent citizens, and members of the public, ensuring complete distance from the National Savings management.

The Balloting Machine: How Numbers are Drawn
To maintain absolute transparency, SBP does not use computerized random number generators, which could be subject to software manipulation. Instead, draws are conducted using hand-operated mechanical draw drums. The drums contain ten compartments, each holding balls numbered from 0 to 9. A handle is turned to mix the balls, and a mechanical release drops one ball from each compartment to form the winning 6-digit number.

Are the Draws Fair and Reliable?
Draws are highly reliable and fair. Because they are conducted in open halls where any member of the public can walk in and witness the balloting live, there is no opportunity for fixing. The resulting numbers are recorded in real-time by official stenographers and verified against the official prize gazette before publication.

Do Rich People Always Win Prize Bonds?
A common misconception is that wealthy individuals or insiders always win. This is a mathematical illusion. Wealthy investors buy prize bonds in huge volumes (often buying entire series ranges worth millions of rupees). Because they hold thousands of bonds, their statistical chance of winning is proportionally higher. However, each individual bond number has the exact same 1-in-a-million chance of winning, regardless of who owns it.
